4.0 Management of Change (MoC)
4.1 General
Management of change (MOC) is a systematic approach to organizational changes with the aim of ensuring the continued business performance and safety of the workforce throughout the process.
Carry out the “Management of Change” process prior to making any significant changes to review:
- Is the change necessary?
- Does the change comply with:
- Regulations
- Industry standards
- Good seamanship practices
- OEM design specifications
- What impacts will the change have on:
- Safety
- Environmental
- Existing Documentation
4.1.1 Classes of Change
Change can be of the following types:
- Planned
- Unplanned
- Permanent - i.e. intended to exist or function for a long indefinite period
- Temporary - i.e. effective for a defined time only
4.1.2 Types of Change
Management of Change process can apply to changes in:
- Vessel status
- Physical structure
- Certification
- Personnel & working arrangements
- Documentation
- Operations
Note: Lists in this section are not exhaustive.
Changes to vessel status can occur owing to:
- New vessels entering Management
- Change of Flag
- Change of Owner
Changes to physical Structure can occur owing to:
- Accidental loss or damage to Hull or Ship structure, Machinery Plant, Equipment, etc.
- Temporary and permanent repairs required owing to accidental loss or damage including temporary arrangements for CoC’s imposed by Class, use of cement boxes or use of equipment of unapproved type.
- Installation of new equipment or equipment components (Critical or otherwise)
- Replacement of equipment or major equipment components (Critical or otherwise)
- Modification of equipment or major equipment components (Critical or otherwise)
- Design Changes of machinery, equipment or ship structure – e.g. Changes in Materials
- Changes to Office Facilities
Changes to Certification may be required owing to:
- Changes to Certification may be required owing to:
- New Legislation
- New Business activity
Changes to personnel & Working environments can occur owing to:
- Changes to Ship Crew numbers or in the Office
- Changes in trading area / operation - e.g. entry to piracy prone area / minimum manning level requirement insufficient owing to vessel operations.
- Changes of Key Management in the Office e.g. Change of Managing Director
Changes to documentation can occur owing to:
- Structural changes – e.g. re-issue /re-approval of Ships Plans or drawings
- Changes of business strategies
- Changes in legislation
- Changes in Procedures/Processes.
Note: For changes to the company issued documentation (e.g., SMS), HSSEQ-41
Changes to Operation can occur owing to:
- Changes in trading area / cargo type / handling of new cargo products
- Changes to manning arrangements
- Non-routine repairs
- Isolation of safety features for special purpose – e.g. alarms, shut-down mechanisms, operating machinery outside normal parameters
- Software Changes
4.1.3 Records of MoC
Maintain well-documented historical record to show:
• How systems or structures have evolved from the original design
This is required ashore and on-board to ensure we do not compromise on safety and environmental standards.
4.1.4 When is a MoC Request Not Required?
A change request form is not required for:
- Taking new tonnage into management
- Change of Vessel Management
- Change of Owners
- Routine changes including :
- Crew handover
- Crew familiarization
- For any specific SMS procedure e.g – Dry docking
